SUMMARY:

This dissertation is linked to the Postgraduate Program in Education at the Instituto Federal Catarinense (IFC). Open Educational Resources are teaching, learning and research materials, made available under an open license or in the public domain. The general objective of the research is to analyze the extent to which the United Nations Educational, Scientific and Cultural Organization (Unesco) and the Organization for Economic Co-operation and Development (OECD) influence the adoption of Open Educational Resources policies in Argentina , in Brazil, Chile, Colombia and Uruguay. As specific objectives, we seek to: a) identify guidelines and/or recommendations for the use of OERs made available by international organizations; b) know the legal bases that support the adoption of OER in these countries; c) discuss whether the guidelines and/or recommendations developed by UNESCO and the OECD are being followed by governments. It begins by dealing with the historical context of international organizations and their influence exerted globally and with an emphasis on Latin America. Furthermore, the foundations of the most relevant international organizations for this research were explained, UNESCO and OECD. As a way of delving into the concepts related to Open Educational Resources, the necessary notions about the historical and contemporary characteristics of the movement and its importance were presented. Next, the methodological paths taken are discussed. The nature is characterized as basic (Gil, 2022), it is qualitative in relation to the approach to the problem (Stake, 2011) and it has an exploratory nature in terms of achieving the objectives. Regarding technical procedures, the research is characterized as bibliographic, documentary and comparative study. In order to fulfill the general objective of the research, the comparative method of George Z. F. Bereday was adopted, to, based on its principles, analyze the performance of countries and compare them with each other. Aiming to meet the specific objectives of the research, guidelines drawn up by UNESCO and OECD involving REAs were identified, systematizing them into four macro categories of action: project sustainability, encouraging access, availability, adaptation, creation and redistribution, training of interested parties , public, security and educational policies. Finally, the legal bases involving REAs in each country investigated were listed, relating them to the systematized macrocategories. In light of the comparative method, it was noticed that among the countries investigated, Brazil and Colombia were the countries that developed the largest number of actions on OERs, meeting all the macro categories listed. In Argentina, Chile and Uruguay, a smaller number of actions were found, with three of the macro categories being met by Uruguayans and only two by Argentines and Chileans. Quantitatively, Brazil was the country that developed the most OER policies, with 26 (twenty-six) actions focused on the topic being found. Afterwards, 18 (eighteen) REA initiatives were found in Colombia, in Argentina, 10 (ten) actions, in Uruguay, 6 (six) policies, and, finally, in Chile, only two. Therefore, after collecting data and establishing a relationship with the recommendations of international organizations, it was concluded that there is influence of organizations in the creation of policies, however, there are still few actions that deal with REAs.
