SUMMARY:

We live in a Brazil of many languages. Although we constitutionally have Portuguese as our official one, there are more than two hundred languages in use in the country and diverse linguistic communities, as, for example, the deaf community. Deaf people have always been part of society, in spite of not being socially seen and being treated as incapable; they were diminished, institutionalized, excluded, and, for a long time, considered worthy of pity, not citizenship. The Brazilian Sign Language (Libras) was recognized as a legal means of communication and expression only in 2002, through the Law 10.436. However, despite the legitimation of the deaf community’s language, culture and identity, there are still many barriers met by deaf people, going through all areas of their lives, even the access to public services, such as health, education, and safety. When observed in a most meticulous way, one can notice in this big community the situation of deaf women, to whom rights were denied for a long time, not only as persons with a disability, but also as women. Therefore, this research aims at analyzing in which way the linguistic policies guarantee deaf women the access to public health, education, and safety services. For performing the research, deaf women over 18 years old — who use Libras as a means of communication and who live in the area of the AMFRI (Association of Municipalities of the Region of Foz do Rio Itajaí) — will be interviewed being placed as protagonists of their own stories. By means of semi-structured interviews, they will be able to talk about their experiences with access to public services in Santa Catarina. The research has the historical-dialectical materialism method as its theoretical-methodological approach and is based on linguistic studies that discuss language and linguistic policies. The semi-structured interview is established as the instrument for data collection, along with documentary analysis. Finally, it is sought, from this research, to problematize the social inequalities that arise from the lack of linguistic and attitudinal accessibility in public spaces and how they impact the daily lives of deaf women.
