THE INFLUENCE OF INTERNATIONAL ORGANIZATIONS ON THE ADOPTION OF OER IN SOUTH AMERICAN COUNTRIES

This research has the general objective of analyzing the extent to which UNESCO and the Organization for Economic Cooperation and Development (OECD) influence the adoption of Open Educational Resources policies in Brazil, Argentina, Chile, Colombia and Uruguay. As specific objectives, there are: a) to identify the guidelines and/or recommendations for the use of OERs made available by international organizations; b) know the legal bases that support the adoption of OER in these countries; c) discuss whether the guidelines and/or recommendations prepared by UNESCO and the Organization for Economic Co-operation and Development (OECD) are being followed by governments. The research begins by addressing the historical context of international organizations and the influence exerted by them globally and with emphasis on Latin America. Furthermore, the foundations of the most relevant international organizations for this research, UNESCO and OECD, are specifically exposed. As a way of getting into the concepts related to Open Educational Resources, the necessary notions about the historical and contemporary characteristics of the movement and its importance are presented. In order to meet the specific objectives of the research, the guidelines developed by UNESCO and the Organization for Economic Cooperation and Development (OECD) involving OERs will be identified, as well as the legal bases that involve OERs in each investigated country will be analyzed. At the end, it will be verified if the guidelines of the organizations are being considered in the creation of public educational policies related to Open Educational Resources in the investigated countries. Regarding the research methodology, it is configured as qualitative in relation to the approach to the problem and has an exploratory character in terms of achieving the objectives. With regard to technical procedures, the research is characterized as a bibliographical, documental and comparative study.
