From the theoretical-methodological point of view, we adopted historical research and the socio-dynamic approach of comparative education studies, which will allow the analysis of the social totality, focusing not only on official discourses, but also on the forms of resistance that eventually occurred. the formulation and implementation of these policies. Data collection will take place, documentally, in the institutional repositories of States and international organizations, and bibliographically, through a systematic literature review, to understand the political, economic and cultural realities of the historical periods to be studied.
