SUMMARY:

The research has as object of investigation: the conceptions and representations of Early Childhood Education, children and childhood present in the Municipal Education Plans (PME) of the pole municipalities of the Federation of Consortia, Associations and Municipalities of Santa Catarina (FECAM). It presents itself as a problem question: How are the Municipal Education Plans of the pole municipalities of - FECAM organized and what conceptions and representations of Early Childhood Education, children and childhood are possible to be interpreted? It is proposed as a central objective to analyze the conceptions and representations of Early Childhood Education, children and childhood, from the Municipal Education Plans (PME) of the pole municipalities of FECAM. As for the specific objectives, it is intended to: understand how the Municipal Education Plans of the proposed municipalities are organized; identify similarities and differences between SMEs in FECAM pole municipalities; to compare aspects of SMEs in the FECAM pole municipalities with documents from the multilateral organization – United Nations Educational, Scientific and Cultural Organization (UNESCO). This is a bibliographic and documentary research, with a qualitative approach, supported by interpretive description, operating with the concepts of conception(s) and representation, child, childhood and Early Childhood Education. The research comprises four main theoretical-methodological approaches: a) bibliographic research with the survey of published theoretical references and reflection on the main aspects that involve the representations of children and childhood; b) documental research with the analysis of SMEs regarding the representations of Early Childhood Education, children and childhood in the municipalities to which the research is available, as well as the current PNE; c) The identification, problematization and analysis of the same conceptions in UNESCO documents for Early Childhood Education; d) presentation of tables and comparisons on document analysis and discussion of data, in order to draw an overview between documentation for early childhood education and public policies - especially municipal ones -, considering the articulation and circulation of ideals between macro and micro, with regard to the look at children and their childhoods.
