SUMMARY:

The research we present here to the Qualification Board of the Master's dissertation of the Postgraduate Program Stricto Sensu in Education from the Institute Federal Catarinense – IFC, is linked to the project entitled “Influência dos organismos multilaterais na elaboração e implementação das políticas educacionais inclusivas e práticas pedagogicamente inovadoras na América Latina”, approved by Fapesc (2020). The intention to analyze, in the Latin American context, public policies aimed at basic education that have been developed and applied to communities of descendants and remnants of black slaves or “black reminisceants”, regarding the guarantee of rights to education in Brazil, Ecuador and Colombia. It is anchored in the qualitative approach (GIL, 2002) through exploratory, bibliographic and documentary analysis (GIL, 2002; SEVERINO, 2007) to know the official documents obtained from the government websites of the examined countries, as well as programs and guidelines from international multilateral organizations on the subject in question, in addition to the identification of guidelines and indications for countries to guarantee specific rights to basic education for Afro-descendant populations in the refered documents. The analyzis will be carried out through the triangulation among legislation, theoretical reference and scientific production, enabling the creation of an updated picture on how the process of conquest of rights to the communities of descendants and remnants of black slaves or “black reminisceants” has been advancing in Latin America. in the area of basic education, based on the legal framework that substantiate the application of specific pedagogies in the three countries, having as a reference, in Brazil, the Constitution of 1988, CNE/CEB Resolution No. 1/2004, CNE/CEB Resolution No. 4/2010, Resolution No. 8/2012; in Colombia the Constitution of 1991, Ley 70 of 1993; in Ecuador the Constitution of 2008 and the Ley Orgánica de Educación Intercultural of 2011. The theoretical references permeate the legal documents of the selected countries and scientific productions that discuss the existence of these black reminiscences, in such contexts, linked to ethnopedagogical forms. We anchored our studies in Arruti (2008), Gomes (2013; 2017), Leite (2016), Santos (2012), Silva (2022), ANTÓN Sánchez (2012), among others. Also, were used authors who are linked to decolonial perspectives, as we understand that we must start from the vindicatory struggle of the “subjects” to understand the realization of these agendas. In this sense, we will use Arroyo (2014), Dulci e Malheiros (2021), Fals-Borda (2009), Patricio Arias (2010), among others. This research is also anchored in na extense study of "State of Knowledge" (MOROSINI; FERNANDES, 2014) on the subject, which helps us to become aware of what has been produced so far, about the research object. In this way, it is intended that the research contributes to the construction and deepening of scientific knowledge on the subject, towards a new look at education aimed at Afro-descendant populations in Latin America.
