SUMMARY:

This dissertation is part of a research project linked to FAPESC entitled “Influence of multilateral organizations in the elaboration and implementation of inclusive educational policies and pedagogically innovative practices in Latin America”, having as participants teachers, masters in education, undergraduates and Graduates in Licentiate in Pedagogy. In this study, our main object is to analyze the public policies of affirmative action for Afro-Latinos in higher education in countries belonging to Latin America, notably Brazil, Colombia and Uruguay as an instrument to promote social inclusion. We use theorists who contribute to the understanding of ethnic-racial studies through a non-Eurocentric bias, such as: Munanga (2004 - 2015); Quijano (1992 - 2005); Crenshauw (2002); Fanon (1980-1979-2008); Wedderburn (2007); Santos (2014); Olaza (2018-2019), among others that are important to understand the historical and social contexts of Latin America and the countries we researched. Its specific objectives are to understand how affirmative action policies are being developed in Brazil, Colombia and Uruguay, with a view to guaranteeing social rights; Identify possible influences of multilateral organizations in the process of implementing affirmative actions for Afro-Latins in higher education in the defined countries; Discuss the constituent aspects of the implementation of affirmative actions for Afro-descendants in such countries. This research is characterized as qualitative with interpretive descriptive characteristics. It can also be characterized as documentary and bibliographical, with data collection carried out on the government websites of the cited countries, specifically on the websites of the ministries of education or equivalent. Through the bibliography on the subject, it instigates to recall historical issues of the process of slavery of the black people in Brazil, using books, dissertations, theses, articles, aiming at the enrichment of the research and at the same time knowing the recent studies carried out by researchers. The state of the art was also used to understand the productions already carried out in this theoretical field, helping us to understand which fields we should advance in the discussions. The analyzes will be carried out in the analytical, descriptive and comprehensive perspective, abstracting meanings to effect understanding. Through black social movements, it was and is possible to achieve educational advances, such as anti-racist curricula that teach the culture and history of Afro-Latin peoples, and policies of access and permanence for blacks in Higher Education. These policies are secular demands of black movements, which were won through struggles. As Latin America is a fertile source for interventions by multilateral organizations, ethnic-racial themes have become part of the development agendas of organizations such as the UN, BIRD, UNESCO, ECLAC, among others. If, on the one hand, the objectives of the agendas are neoliberal in nature, for ethnic minorities it means that the agendas raised by them a long time ago began to be discussed on the world stage. Having as main achievements, social visibility, understanding of the existence of black people beyond Brazil and Cuba. So far, we have been able to perceive that the discussions regarding affirmative action policies in Uruguay are little discussed, this is due to the fact that the black population in the country is small, and to the entire process of invisibility to which they were subjected. We also emphasize that regardless of the country to be analyzed, all suffered and still suffer from the whitening measures and exclusions to which Afro-Latin populations were subjected.
