SUMMARY:

The research “Evasion in higher education: effectiveness of institutional initiatives and national policies to evasion combat at the Instituto Federal Catarinense” is part of the research line Formative processes and educational policies of the graduate program in education of the Instituto Federal Catarinense – IFC. With the objective to analyze the effectiveness of institutional initiatives and national policies to evasion combat in higher education at the Instituto Federal Catarinense (IFC), the research, with a qualitative-quantitative approach, uses the documentary data collection technique and adopts, in data analysis, the content analysis. In the chapter 1, introduction, the delimitation, justification, objectives and methodology of the research are exposed. In the chapter 2, the problem of evasion in Brazilian higher education through history is presented, having as authors Cunha (1986), Aranha (1989), Gonçalves (2012) and Machado (1980), to understand, historically, the national policies to evasion combat in higher education and their application contexts. The chapter 3 characterizes the constitution of the Institutos Federais and the IFC based on regulatory documents. Chapter 4 conceptualizes and characterizes the phenomenon of evasion in brazilian public higher education, based on documents and a survey of the state of knowledge in the databases of the Biblioteca Digital Brasileira de Teses e Dissertações (BDTD) of the Instituto Brasileiro de Informação em Ciência e Tecnologia (IBICT) and in the Catálogo de Teses e Dissertações da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES). With the objective to identifying the policies to evasion combat in the context of the public policies for Brazilian education in higher education, as well as to verify the iniciatives for monitoring, understanding and evasion combat in higher education by the institution, in chapter 5 are presented the national policies and the institutional initiatives of monitoring, understanding and evasion combat of the IFC, based on the following documents: Planos de desenvolvimento institucionais – PDI (2009-2013; 2014-2018; 2019-2023); Projetos político-pedagógicos institucionais PPI (2009-2013; 2014-2018; 2019-2023); the documents reffering to the Programa de Auxílios Estudantis (PAE); the Planejamentos estratégicos (2013-2017; 2018-2021) and the Plano estratégico para a permanência e o êxito de estudantes do Instituto Federal Catarinense (2019-2021). In the chapter 6, which aims to analyse evasion indexes in the IFC higher education courses and examine the impacts of institutional iniciatives and national policies, quantitative data of evasion will be collected and analyzed through the Plataforma Nilo Peçanha, of the Sistema Integrado de Gestão de Atividades Acadêmicas do IFC (SIGAA) and of the Indicadores de fluxo da educação superior of the Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira (INEP). Finally, based on the results found, suggestions to improve IFC’s institutional policies for evasion combat in higher education will be proposed. The provisional results show that the public policies and the initiatives of IFC’s evasion combat contribute to the reduction of evasion indexes.
