This study, linked to the line of research Formative Processes and Educational Policies of the Graduate Program in Education of the Federal Institute of Santa Catarina, composes the Master's research entitled “The Reform of High School in the Voices of Santa Catarina Students: a study in the municipality of Joinville.” Its general objective: To analyze the implementation of the High School Reform in Santa Catarina from the students' perceptions. The specific objectives of this study are: Historicizing High School in Brazil focusing on the Reform expressed by Law 13,415 / 2017; Contextualize the implementation of High School Reform in Santa Catarina and Understand students' perceptions about High School Reform. Regarding the methodological paths, this study calls for a qualitative approach, through research procedures such as: bibliographic review, document analysis and field research. This qualification text presents an introduction, two theoretical chapters and provisional considerations. In the first chapter, we performed a historical contextualization of Secondary Education in Brazil with a focus on Law 13.415 / 2017, emphasizing the laws that generated the educational duality for this stage of Basic Education. The second chapter analyzes and describes the implementation path of the High School Reform in Santa Catarina. The following are references for the studies carried out: Aguiar and Dourado (2018); Andrade and Motta (2020); Araújo (2019); Bardin (1977); Freitas (2019); Frigotto and Motta (2017); Gil (2002, 2008) Lakatos and Marconi (2003); Kuenzer (2011); Moura (2007); Filho, Moura and Silva (2015); Pessanha and Silva (2014); Rosa (2018); Saviani (2003, 2011, 2013); Silva (2014); Silva (2003, 2018a, 2018b); Triviños (1987); Zotti (2002) among others. Among the provisional considerations of this ongoing research, we identified that Santa Catarina has a great alignment with the systematizing bodies of the High School Reform, such as the CNE, Consed and Undime. This alignment is not restricted to official bodies, but also to institutions linked to the Brazilian business community, such as “Todos pela Educação” and its participants, among them, the Instituto Ayrton Senna, Sistema S and as of 2020, the Santa Catarina state network entered into a technical cooperation agreement with the recently formed Instituto Iungo. The latter has actively participated in the continued training of teachers and in the curriculum definitions regarding the Formative Itineraries. The context of the pandemic, led the Santa Catarina state network to seek ways to continue the implementation of the High School Reform, with the establishment of partnerships with private entities, has invested massively in the continuing education of teachers, in order to guarantee the implementation of the “ New ”High School. The analysis of the data has shown so far, that the implementation of the High School Reform in Santa Catarina presented changes of direction along the route, in addition, there was a difficulty in meeting schedules and goals. Furthermore, if, on the one hand, there was great responsibility on the part of schools, on the other, there is a great effort in convincing teachers, through the training of teachers, which has limited resistance and established a democratic simulation. Finally, the offer of Elective Curricular Components, the Life Project component and Deepening Trails, cross the impoverished and broken curriculum that will be offered to young people. Since Santa Catarina state schools will not be able to offer all the possibilities, Santa Catarina reiterates the fallacious discourse of endless choice opportunities, which can have consequences for the training of young people.
